Input on prospective graft

This would be my first attempt at grafting and my hand is being called by a snapped branch. I received a beautiful Yosemite Gold mandarin from FWG this week but one of the bottom branches was snapped in two. I'm hoping it's ripe for removal and prep for grafting. I have an unknown rootstock, that my neighbor had a successful Minneola growing from until she aggressively pruned and killed the Minneola.

Would it be possible to try a T-budding technique with the unknown rootstock and Yosemite Gold? Any suggestions are welcome. Have been watching some helpful Fruitmentor grafting videos. I fear I might not even understand the language being spoken here about grafting.

The stump- it's alive. Remove shoots here and there.
