The one here is already blue, but if you Google paintable wallpaper, you find several. It's then a matter if you like the texture of the paper.

There are lots of silk lookalike vinyls that are good. The problem that I see with a paintable texture is that the texture will look too "thick" and not like silk, plus it will not have the sheen and slight variation because it's a painted surface.
