I do not observe a mandatory "winter" rest on Sinningias, at least not like on rhizomatous plants = Achimenes, Eucodonia. They go through the blooming cycle - the vegetative part falls off - but often a new shoot is already coming - so you can trim the spent shoot - and let the new one come into bloom again Usually it is a good time to refresh the soil, give it a bigger pot etc. If you trim the green part off the tuber when it starts looking ratty -it take a month or 2 for new shoots to show up. S,bullata grows indeterminately - means if you do not trim it - it will grow a several feet quite ratty looking wine - with blossoms at the end. But if you trim the growth - it will send you new shoots and will be more attractive.

Why it didn't bloom this year? Usually after it blooms first time - it will bloom consistently, I would think that the plant didn't like something in the culture. Soil got too packed or too old, not enough light etc. But since your Sinningias are alive - they will do better next time.

I let the plant decide with regards to sinningia species, I don't try to enforce a dormancy unless the plant dies back on it's own. If that is that case, my only reaction is to reduce watering to prevent rotting.

Usually in a month or two, new sprouts will emerge.

So I have a regular florist gloxinia type that's just been sitting there since it bloomed midsummer. Not growing but still looking nice and green. It's near an east window and gets some fluorescent lighting in the evening from a lamp overhead but it is probably not getting enough light now. My question is do I need to try to make it go dormant or just keep treating it like normal this time of year?

Well if you can't increase the light to sustainable levels, then I would probably try to reduce watering and hope it goes dormant. The preference would be increase lighting by a south or west window.
