Need help installing standing pebble tile mesh to pool line

We have 6"x12" mesh sheets of standing pebble tile. We want to install them around the tile pool line in a pool in Kansas. Our pool contractor has never worked with them and uncomfortable installing them. I know they are used all the time in feature walls in pools, and in showers, etc around water.

We are not sure if we need a tile installer or a mason is better? And, what materials needed?

That’s going to be an issue for matching depth to the rest of the finishes as they are very thick. The pool would need to have been designed with a deeper recess around the waterline to accept that depth from the beginning. If the pool already exists, pick something else. Something that won’t rip off your skin by brushing up against it.

Keeping pebbles clean at the water line would be much worse than keeping plain tile clean. If you have a sample sheet you've purchased, you can dangle it at the water line for a month or two to see how much crud accumulates on it and how long it takes to scrub the pebbles clean.
