Roots only on one side???

Using the dowel method I have been confused because one side of the pot is wet while the other is not. I realized its the sides that the leaves are all on that is dry and the back side of the tree is wet. I was not caring for my fig properly for a while....I've had it about a year and thanks to this forum have corrected my over watering. I only got about 5 new leaves this spring/summer.....although we moved in May and I didn't start correcting my watering issues until June and that's what I started seeing new growth. Basically all the leaves are on one side of the tree.

---Is there a way to help correct all the leaves growing on one side???

---What about the root issue?

---Should I water when the whole pot is dry or when the root side is dry?
