Can this plumeria be saved?

I had a plumeria cutting that is growing great until it tipped over revealing that it had no roots. The bottom part looks like it rotted a litter, but the rest is still green and firm. Can it be saved by cutting off the rotted part, letting it callous, and starting over again? Thanks!
