Potter wasp, genus Eumenes seems likely. Note the odd "double" abdomen, not similar to the thread-waisted wasps.

Thank you! I didn’t see if this one ate it or took it to feed some babies. Kind of unrelated. Do the pictures look fuzzier to you until you click on one and it opens in another window?

I perceive a slightly lower image quality on the unclicked images, but on an image-intensive website such as this, they need to limit data usage, so the jpegs are intentionally modified to reduce file size.

The images of such a distinctively shaped and patterned wasp were fine as-is. I did click the top image and rotate it so the wasp was horizontal and level, that made it easier for comparing to other images at bugguide.
