When is the best time of year then to remove bulbs in the scenario beng described.. Bulbs are pretty dense and would have had to dig/shovel out the daffodils post spring as the foliage remained on the tulips to re-energize.

Best plan with bulbs is plant them and then leave them alone. They are not suited for areas where you will be constantly digging unless you are prepared to remove them every summer and replant every autumn. I don’t know where you live but in my region kale should've been planted long ago and not in an area with perennials, of which bulbs are an example,

It's Ornamental Kale. Just to give the soon to be BARE annual beds some pop before Old Man Winter comes in.

Re: the digging. It was not the original intent -- Goal. I was never a fan of daffodils but I planted some to see if I would like them . I planted round clusters between each boxwood and Is had some leftover so I scattered it between the tulips. Figured the white bloom might contrast nicely. HATED it. I pulled the daffodils between the boxwoods once the blooms faded out.

The tulips were still energizing and planted really dense so I figured I would wait come fall, when I was pulling the annuals out. In hindsight, I'm thinking the tulips are probably rooted in and a whole dig and disturbing the soil en-masse may not be a good idea..at this time

Are the tulips good for perennializibg? If not, wouldn’t you be removing and replacing them anyway? That’s the time to sort out the narcissus for planting out elsewhere.

On the tulips , probably fall of 2019 or 2020. I treat them as semi annuals. Pull the out and change them out every 2-3 years. Depends on how they come up that year . So worst case scenario, the daffodils being discussed remain
