I would go with Swamp Milkweed (Asclepias incarnata) in those conditions. It's a very attractive, tall plant that likes full sun and some standing water.

symbiotic your link made me laugh. It shows A. incarnata (swamp milkweed) almost everywhere but in the place I first saw a swamp, Mississippi. What?! I get none in CA or Arizona Mohave and Sonoran deserts and all. But not very wet MS? Weirdness.

I would look at the entire list of milkweeds to your area. Pick out your favorites, and then out of those find the one that can handle your conditions. Swamp milkweed might work there, but if Asclepias lanceolata would work also I'd go with the A. lanceolata, few flowered milkweed. More striking than tuberosa.

Asclepias rubra, coastal east coast and gulf area.

Of course, these rare, desireable milkweeds are extremely difficult to aquire both seeds and plants for. I know people in Southern Mississipi, Florida, and South Caronina who can't find Asclepias lanceolata, or Asclepias rubra, another species native to those areas. Florida has a whole bunch of rare, beautiful, native milkweeds, so does Texas. People need to start growing these rare species so they won't be so rare.
