It is just evidence of fungal growth and is harmless. Fungal decomposition of any potting soil will happen over time and this is simply evidence of that phenomenon. If it bothers you, just scrape gently or rake away but it will not affect the growth of the plants.

Just a word of caution, but this white mold/fungus can also be a sign of your potting media holding in excess moisture. And that can affect the healthy of your plants!! You might want to evaluate both your watering regime and the quality of your potting soil to see if improvements are necessary.

Im having a similar problem myself on one of my plants.. a snow of white started to appear and I want to get rid of it. I scooped it out once before and its starting to come back.

Another question I have is, of I repot it in new soil and give it a good "wash" , would that be okay to do and what are the chances of the white fungus growing back? The plant is growing just fine, by the way, thank God even with this new white snow on the soil... just want to get rid of the fungfungus/mold.

Please reread my intial comment. The white 'mold' developing on the soil surface is really fungal mycellium and that is common with any organically rich potting medium or one that holds too much moisture. If you were to change out your potting soil to something like the 5-1-1 or gritty mix, both more bark and/or mineral based than commercial potting soils, this would be much less of an issue.

The mold/fungus itself is harmless to the plants. But the frequency of watering and potting soil that encourages this type of growth may not be.

I would see some mold on soil surface from time to time. Just loosen up the top soil to get some more air, ie, take a pencil and dig around in the dirt a bit about an inch or so.
