I don't see any insects whatsoever.

Citrus leaf miners are inside the leaves. You don't often see the tiny insects that lay the eggs, but you do see the tracks they leave behind in the leaves. When they come out and make a cocoon, the leaves can end up being curled.

Asian Citrus Psyllids are so tiny you wouldn't see them in photos like those above. The nymphs live tucked into the tiny new leaves.

Thanks for the input so far guys. I guess all my pictures didn’t upload. I have had some CLM, especially when some new growth comes in. I know what that looks like and sometimes can even manually get out there to remove them before they get too far in the leaf. This looks different to me because the whole tree is really getting curly and distorted and there isn’t the usual CLM signs on the leaves. I did take a picture of a guy making a home on the tree but am unsure if it has to do with how bad the tree looks. Just trying to get some more input before I spray the tree down with something. Thanks again!

Looks like CLM plus drought. If you had an ACP infestation, you'd be able to find adults on the tree pretty easily.

You can send a sample to your county agricultural commissioner. Their website should have instructions. HLB causes mottling of the leaves, which I don't see in your photos. You should try to find out what it is before spraying so you can use the correct pesticide. For ACP, you would use a drench of imidacloprid o the soil. CLM is mainly cosmetic, so there's no need to do anything. The leaf curling could also be due to weather.

Looks like maybe you had some sunburn maybe after spraying oil on the tree during the post 4th of July heat wave we had this year? Then the clm hit it.
