Were you given a used device which is already linked to the original owner's password? Did they not provide you with the password?

I would reset the Apple TV to its factory settings and then set it up as a new device. Connect the Apple TV to your television with the HDMI cable and plug it into power. You should be able to see the Apple TV menu on the television screen. Choose Settings>System>Reset

Yes it was a used device and I was just given now the password from the previous owner. Problem is I do not have a Mac, or IPhone or IPad, just a Dell Laptop. Can it be done without a Mac? Thanks!

You don't need a computer at all. Just hook the Apple TV up to your television using the HDMI cable, turn on both the television and the Apple TV. As long as you are on the right input on your television, you should be able to see the Apple TV.

Actually, if the old user has 2 factor authentication enabled on the apple account used on that device, you'll have to work with them to unlock it and then perform a factory reset so that you can configure it for yourself. The original owner should have done this for you before giving it away.
