You could probably throw pothos on a compost heap (in warm weather) and it would root.

Water is most definitely not the preferred method (despite all the people that will swear by it). Only easy things succeed in water as a rule, the more difficult will usually rot in water before producing any roots.

I haven't rooted cestrum and this is not the ideal time of year unless you have a greenhouse, since it's a warm season grower, but I figure as long as you can maintain warmth and high humidity and keep slightly on the dry side though of being moist, you should be successful. Media doesn't really matter as long as it's well aerated and drains well and you water appropriately.

Rooting hormone is overrated, I haven't used it for at least ten years.

I didn't mention it, because I don't believe it has much effect on the end results. Though from reading that opinion may be because of misapplication, the tendency is to use too much and that will burn the cutting and quite possibly kill it.

But in any case, for things that are known to root (there are plants that simply won't root if you research them), I've usually had good luck as mentioned above (to be honest, I almost never fail to root anything, but I know the proper times and stages of maturity of wood to use and am blessed with a hot humid summer climate). I tend to root things outdoors in a sheltered shady place between May and August, when hot and humid is the rule as well as long day length.

The proper wood varies between species, and while I don't know from experience, my inclination would be half-matured wood on cestrum, though I suspect new tender growth would work fine too.

I've been rooting woody shrubs and perennials directly in 5-1-1 mix for a few years now with excellent results. A well-aerated mix is important for propagation, and the 5-1-1 mix checks that box.

You might want to do more than two of each. Success rates are variable and that's a low number to rely on.
