Not working with one particular icon/shortcut, or all of them? Do the links in the start menu or taskbar work? Hate to ask the obvious, but yave you done the obligatory reboot?

Ok, its likley not malware, but a good place to start. Ensure your antivirus/anti-malware software is up to date and run a full system scan. Then, check for and install any Windows updates. They may overwrite a possibly corrupt system file. If there are still issues after that, you can try options 1, 2, and 4 as needed from here https://ugetfix.com/ask/how-to-fix-non-responsive-desktop-shortcuts-in-windows-10/. Just dont install their tool.
