Probably a good idea to trench the base course so the blocks can be kept vertical on the down hill (left) side. Seems there's a good chance the second course along that edge could be gradually pushed out of place by the soil/water weight at their current angle.

If you're making a raised bed, with concrete blocks on the sides, there is no reason that the surface of it can't be level.

One can dig the blocks into the slope to make it level. That is what I would do. Both the front and the bside. I would actually canter the front a bit in the other direction to go a giants the weight of the soil. Just a tiny bit. The sides might go quite far into the level of the soil.

Is it in full sun? That's what vegetables need.

Digging the blocks into the soil on the uphill side is a good idea, but what that does is just make the blocks level. You don't need level blocks to have level soil, but I guess it looks nicer if the blocks are square with the level soil.
