Big bulky quarter round; awful. Depending on how big the gap between the flooring and baseboard is, you may be able to replace the quarter round with shoe molding. Shoe mold is taller than it is thick/ wide and looks better than quarter round.

Fill the gaps sand a nd paint it will look 100% better.

The first mistake was buying a flip. Now you'll have to locate all the rest of the stuff that is behind the walls that is even worse than that.

Not great, but I've seen worse. As suggested above, carefully filling, sanding, and painting will make it look quite decent.

the flippers forgot to sand, prime and paint these things. they did a horrible caulking job too.

Sand off all of the bumps and ridges until it feels smooth. use wood filler for those mitered corners. let dry, sand smooth. wipe clean. you may have to do a coat of primer.

use a good quality wood trim paint in a bright white. BM Advance or SW ProClassic are good.

they put in new floors and didn't take up the baseboards so they used that horrible 1/4 round to hide the seams.

HI -- Take off all the 1/4 round and put on a shorter baseboard molding ... counter sink all the nails and fill and sand ... then paint with a quality paint . Miter the ends of of any molding for a finished look ..... all will be fine .

I thought about that option, too, but was wondering if that large-size 1/4 round is covering up damage....

Completely agree with kootenaycapable and artistsharonva. You are not going to add value - or even appeal - by replacing the shoemold/quarter-round and/or baseboard. Good caulking and painting should be good enough to refresh it.

You also might want to see if there is touch up paint for the walls, because one picture shows where there was apparently peeling paint, and they didnt feather it out, just painted over it., close down to the base boards.
