Maximize storage, budget remodel kitchen

I have a fairly small kitchen with few cabinets and counterspace. I am trying to make a few upgrades to make it more modern while maximizing the space. I have attached some pictures. A few obstacles include the two windows. The cabinets beneath the one window are the is the pantry. The other window is fairly large and its presence, along with the register, precludes any additional storage in that area. I would like to spend $5,000 or less on upgrades. I am thinking of adding a row of cabinets to the top to add height. Painting all cabinets white or another light color. Adding new backsplash, new counters and new floors. Possibly L shaped open shelving over the sink extending to the window. Any thoughts or suggestions?

















Hoping to get more of something like this with the white cabinets, butcher block counters, etc.
