I am looking for a way to effectively organize the top shelf area of the entryway closet. It is important to mention that his is the ONLY common closet in the house outside of the bathroom closet.

We currently keep frequently used tools on this shelf (hammer, nails/screws for hanging pictures), variety of light bulbs, iron, extension grabber, candles, extra plugs, etc. it seems as soon as you pull out one or two things everything falls around it. The small light bulbs are all kept in a shoe box. Since everything else is odd shaped I am thinking maybe two big baskets, but the depth of the shelf is only 10.5". Any thoughts?
