It looks like one of the Sansevieria cylindrica variety, probably "Boncel"

I bought a plant very similar from Lowes, here where I live in FL. It was in a 4-inch pot and many of the leaves look like mini-cylindrical leaves, but there were (and are) also sizable shorter, fatter "juvenile" leaves. Like yours, it has a very unique look, so for now it's just my Sansevieria NOID.

Anna said "It looks like one of the Sansevieria cylindrica variety," and I think she's right. Not Boncel but still cylindrica. Those are it's juvenile leaves still on the plant. More mature leaves will look more like cylindrica. I think!
