What is the tile? Ceramic, porcelain, marble? Can't tell from these photos. Is it newly installed?

I would recommend you take these photos to the tile supplier. Only two ways that can happen: through the back or on the surface. To us it looks like a tile glaze finishing problem. Obviously can't tell from afar. Does it look the same when it's wet and when it's dry? Is it a solid porcelain or a porcelain finish? Of course don't know what cleaner was used (sprayed on and too acidic and not rinsed immediately after cleaning?) but my guess is that it is the tile. Check the manufacturer's maintenance instructions. Go to the supplier is my advice.
