as long as they are still green on the stem you can plant them above the cotyledon. The steam does not root as easily as tomatoes but they do. I've always buried them deeper especially if I forgot about some seedlings and had not gotten them under lights before they got leggy. Once you get the woody brown stems then I would not recommend burying them deeper.
