Late summer / Fall I planted two climbing roses (1 gallon) into 3x3ft containers.

Both seemed to transplant and settle fine. So now it is late Spring / Summer, here in Middle TN, and I have seen almost zero growth. They have green stems and are alive, holding leaves, but definitely not thriving. I had an early bug issue and lost some foliage, but that seems to be settling down. No fungal issues. They are against a stone wall on concrete and getting plenty of sunlight. Because of the wall and concrete heating up, I have been leaning towards watering more. Whenever I water, I can see any excess draining, so drainage seems good too. I have other roses that I transplanted that are thriving, but not climbers. I knew that climbing roses were not the fastest growing, but something seems off. I have been light with any fertilizer as well. The only things I have not done is take them out of the containers and check the roots for issues. My best guess is overwatering, Any advice? Thank You!
