'Harlow Carr' provided that same intense cobalt blue color for me. Unfortunately, I left him at a previous garden and haven't been able to find again. An extremely heavy and prolific bloomer as well.

I am looking into getting this clem. I'm waiting until the ones at Lowes bloom so I can see the colour before I buy. The database on garden.org said it grew to 3-4' and it is a good groundcover so it sounds like a sprawler rather than a climber. Post a pic if you have time (although blues and purples are difficult to photograph true to the colour) - I would still like to see.

I got some pictures of it but didn't capture the color. It definitely looks deep royal blue to me in person.

I knew it was a sprawler but I also thought that it could be tied on to my trellis to raise it up some. Will check out Harlow Carr.
