This is in a seaside landscape on St. Simon's Island on the Georgia coast (zone 9). It appears to be a popular shrub for hedges in this area. I'm guessing it is evergreen. The leaves are rather tough, thick, and leathery with whitish undersides which give the whole shrub a rather ashy or olive green cast from a distance. All the specimens I could find have been sheared, so I don't know what the natural shape would be.
