I've never cut peonies unless they're blooming. Here's a website with cut peony care. Not sure how tight your blooms are or if you've done as they instruct (Or even if they're instructions are the only way to open buds.) Good luck!

Peonies for the wholesale cut flower trade are always cut in bud, almost never in full flower. The buds should not be solid but with just the start of the green protective tepals beginning to pull apart. They should last for a week or two like this....even longer when refrigerated (a fully open peony flower lasts only a day or two at most),

Best to cut the stems daily and provide fresh water.

You have my sympathies also. Something chopped one of mine off...CleanCut and on an angle. Not all of it just 90%...strange....
