When do you collect seeds?

The dilemma is that the best blooms and consequently potentially the best quality seeds would form early in the season for most annuals. But if one lets the blooms go to seed it would likely decrease the amount of blooms (at least for those that benefit from deadleading). The issue is particularly acute for short blooming season annuals such as poppies, and sweet peas in location where the cool season and hence duration of blooms is really short.
