It depends more on your growing conditions. One of the interesting things that you can discover using zip codes and the maps is that many of the peony growers in central Oregon are in 8a & b. Many books mention the need for a month below 40F and not the deep freezes that some people seem to think are necessary. There are some peonies that need the extra cold temps but not all of them. I would hesitate with the full doubles that most want to grow because in the spring the temperatures warm up too quickly for the buds to mature. Somewhere in the interweb there's a discussion about growing peonies in a place where they aren't supposed to do well. The secret apparently is not so much that they need cold but that they need to go dormant. And apparently you can trick them into going dormant by removing the foliage in fall.
