Well, your stair railing, really needs an update too. Also consider the ceiling height is not that big, nor the space itself, so anything much larger that hangs would be too over sized. In order to help you maybe you can post something you like even if it's not for this space.

What would you do to give the stair way a lift without spending too much money?

I like the light you picked. I would have the small railing replaced on the stairs, the old iron one looks like it belongs outside, on top of not being the style you want.
