When do Black Swallowtails emerge?

This is my first time to raise Eastern Black Swallowtails and I'm worried some may be dead in their chrysalids. 21 caterpillars started pupating on 6 June 2019 and all had pupated by 9 June. Of the 21 chrysalids, 7 have eclosed to date. The last of these emerged on 19 Jun. This leaves 14 just hanging. I read that most Black Swallowtails emerge within 3 weeks of pupation. Well, Sunday 30 Jun, will be 3 weeks even for the last cats that pupated. This is Florida, zone 9b, so I doubt they are getting ready to "over winter". How do you know they are never coming out? I've attached photos of various chrysalids to see if anyone can spot any problems. Any suggestions would be appreciated.
