Couple of quick reasons. Any problems the old one was having could still be in the soil. The original peony may have exhausted the nutrients in the immediate surrounding area. Especially with corals but also with others there may be small pieces of the old root that can grow and make a new plant. Then you have two peonies fighting for the same place. Wiser just to not do it.
