That shrub under the tree by the walk light has been improperly pruned and it is blocking the entrance making it look uninviting. It's nothing special, rip it out. In a dry climate you don't want to underplant the tree too much, but maybe replace it with something LOW that has some color and texture. Also maybe some rocks with some other color besides terra cotta.

Not sure what your garage door options are, but that's one large expanse of peach! Maybe a new door, more rustic with some windows atop?

My garage door is also a wall of one color, white, which sticks out quite a bit on my brick home. I investigated adding some windows to the top line of squares. Not sure how easy that is, but you can also get something akin to "peel and stick decals" to put on your garage doors that look like windows.

Your little flowering tree is gorgeous. What is it? I'm a wet climate gal so I'm out of my element for suggestions. I don't know what that painted square thing is between the front door and the window, but that blank space is calling for a colorful pottery or metal wall sculpture. It would show above the grumpy bush and look fab!

"... Last Christmas eve, my neighbor across the alley ..." Let me guess ... the driver was in the elderlies ...?? I had such fear my mother would do this or something similar that I reported her to the DMV as high risk. (Secretly, of course! Or she would have paid an assassin to take me out.) They made her take her driving test over, but she couldn't pass it after the maximum allowed number of attempts and was never able to get the license back. (Thank goodness!!!!)

Bougainvillea....surely the HOA won’t mind that? Drapes color hither and yon. Red, fuchsia, purple....

Maybe a planter with herbs like Oregano, so arrivals are greeted with engaging aromas? This would knock off some of the sterility, too.

I honestly don't know if they would look too cheesy, maybe they make something a little more substantive, and maybe you can pop out the top panels and install real windows. Edited to add that it seems like some garage door installation companies offer that service, installing windows. You might be able to DIY but not sure how tricky it might be.
