I think the eagle itself is fine, but the base below looks a little tired. Is it wood, or something else? If it's wood, you could strip, sand and refinish (wrap the eagle up well first to protect it). It it is something other than wood, paint is an option but your prep would vary.

Is the eagle brass? Looks like it and it will look good polished. As for the wood....before going to the work of refinishing it, try some Old English furniture renew...it should cover the chips and scratches. A new harp and shade and you are all set. I really like your lamp.
