And a hungry tree that looks like it needs some fertilizer. The leaf miner damage is done and won’t really hurt the tree.

As for the tree not flowering it’s past the time for flowering for this year. Most citrus flower in the spring and the flowers turn into fruit. Your bf’s tree is in ground so I’ll assume youre in zone 9 or warmer. Fertilize the tree once more this year in early September. Then again this coming February with a citrus based fertilizer and then twice more throughout the year. The tree will do much better with consistent watering and feeding so hopefully it is irrigated and on a timer. Hope this helps.

I had posted them before but didn’t realize others had replied. I’m going to do some research on the leaf minor! It’s one I’m not familiar with

Citrus leaf miner is a bug whose larva lives inside the leaves, there is not much you can do about them other than an active spray program when there is fresh tender growth on the tree. Fortunately they are not a serious pest, and rarely do any significant harm to mature trees. Now the other leaves show signs of nutrient uptake problems, good fertilizer with micro-nutrients may be the answer, but it is hard to tell without knowing more about the growing conditions. May also be Magnesium deficiency, or possibly biurate toxicity if urea based fertilizers have been used recently. If you live in Florida, or a few other places it may also be citrus greening disease, though it does not look exactly right for that to me, the coloration looks too symmetrical for citrus greening.

....and the location near that fence isn't good. Suggest moving it where it has room to grow. They are heavy feeders and grow like weeds if the conditions are right.
