Looks like wire vine, Muehlenbeckia axillaris. Can become quite rampant in warmer climates....I have seen it grow as tall as 9' up into trees and shrubs in my area. And it roots as it spreads and can eventually form a very dense thicket that obstructs water penetration to the soil surface.

Since it grows in such close proximity to other, desired plants and even up into them, spraying with a herbicide is not advised. It is not all that difficult to pull up, however. Been there, done that :-) Once all the topgrowth is removed and cleared away, you should be able to get to the roots fairly easily.
