Fresh water grass

That's about the best description I could think off.
In a river, near me, in Cornwall, there is a really nice water grass. The way it undulates as the water flows, always fascinates me.
Took a walk there yesterday, and I noticed that, with the onset of autumn, it is changing colour.
Never seen any flowers, but by the appearence, close up, it propogates, vegetively.
Any ideas, gurus, one and all?
