Drained pubicalix tendrils??

My hoya pubicalix has tendrils that seem drained and depleted of water...will they swell up and eventually grow foliage/bloom or should I cut them off? Also, are these white dots/(buds?) early growing leaves?

I think that is what happens if the growing tip isn't pointed up. The vine dies back to the highest point and starts over again. If that isn't the case, I don't know what is causing it. Those little bumps are where the aerial roots come from in high humidity, they can also turn into "grabber" roots and stick to the wall or something near it and help it climb or cling on to it.

Cut them off if they're dried up or if they don't produce any leaves. It will force it to produce another vine.
