I agree. Might be time to clean it really well, and either spray paint brass, or paint that strip. Looks like most of the brass plating has been worn off or damaged.

It has been lacquered to prevent tarnish and when the lacquer wears off some tarnish occurs....BUT all the lacquer has not worn off, and it also prevents polishing.
Use acetone...nail polish remover on a paper towel to remove the rest of the lacquer and then polish again.
