If you could see the cones, there would be no doubt which species it is.

The upswept branch tips do resemble Picea abies.

Some Norway spruces have that elegant form. Cones are visible, but not a close enough pic to distinguish. Location would help alot.

Mike's location is the same as mine - PNW, western Washington (zone 8) - if the tree is nearby.

Hanging side branches aren't particularly unusual among Picea. Of the two species asked about this would be Picea abies. Apart from the example shown here not looking like a Siskiyou spruce one that big in our area would be unusually large. But closer views, including cone shots really are needed to see if it is even a Norway spruce.

I'm SE of Seattle, Zone 8a. I will get closer, maybe tomorrow. Too late this afternoon. Four pm and too dark for a picture! We're about to get hit with a lot of rain tonight. The clouds really pile up against the foothills where I am. GardenGal is down by the saltwater where the climate is milder. (8b)
