Meat vs broth canning instructions

Meat of many varieties can be canned from a raw and presumably chilled state. I wonder why instruction for broth doesn't offer a similar option. The recommended overnight chilling to allow skimming of fat would seem to lend itself to subsequent filling and processing of jars from a cold state. It's particularly curious, since the processing pressure and time is the same for hot or raw packed meats.
