They are narcissus - daffodils - of some sort. In your climate/location, you could move them outside now if you wish (provided container has good drainage) or you can leave them as-is until a bit later. If you leave them in their current place, a small amount of water to the potting media would not go amiss.

That makes sense as my daffs in the ground are showing themselves now. I did have some daffs in pots that I bought last year but thought I put them all in the ground. Yes, the pot has drainage.

Should I water sparingly or regularly outside?

Depends on how wet it is :-) In my area in winter, it rains often enough that nothing outdoors needs supplemental water. If your inground daffs don't require it, the containerized ones won't either.
