Grape cuttings rooting very nicely, but not budding. Why?

At the beginning of January I pruned up one of our grape vines and decided to try my hand at propagating. Overall the project seems to be going well, I have 34 cuttings that rooted. However, I am a little concerned. Only four of the cuttings have leafed out. A few more have buds, but the majority of cuttings have only rooted. No sign of anything happening above ground. Is there something I should be doing differently? Would putting the cuttings under a grow light help? The attached picture is of some of the rooted, but none budding cuttings. I know very little about cuttings, but I would have thought that will that much root development there would be leaf development as well.
