Bought new construction with broken underground conduit

The underground conduit that is supposed to run CATV from the street to my new construction home is broken under the driveway, due to regrading work that was performed.
Comcast tells me I should talk to builder to get it fixed.
Builder tells me it is not his problem any more.
What are my options?
I figure ripping up the concrete driveway to fix the conduit is expensive. Can"t they just use a torpedo to run cable under driveway? And most impotantly, who pays for this work?

Someone should be able to run conduit under the driveway without tearing it out. In my area, the cable company gets the cable to the house and repairs whatever damage they encounter, and runs new cable if need, which has included boring when I switched providers and the new one wasn't allowed to use the other company's conduit.

It's unfortunate that the conduit got damaged, and the finger-pointing for responsibility is predictable. I think, if I were you, that the path of least resistance is the cable company. They have the boring equipment and they supposedly want a paying customer. I'd elevate this to a manager at Comcast and keep diplomatically going up the chain until they agree.
