Hydrangea February buds

I moved my Hydrangea plant 3 years ago; the first year I had no flowers because of the move (or so I was told). The following two years I had no flowers because of pruning at the wrong time (or so I have been told). Anyway I haven't touched the plant since the fall except for covering the roots with leaves. We have had a very mild winter in the east, I looked at the plane this morning and I see buds on a lot of the branches. I attached a photo; will these buds become blooms? Not a great photo but there are buds in there.
