Should I cut these back?

I planted swamp milkweed last summer (in SW Pennsylvania - zone 6) after cold stratification. I got sticks with leaves. Got a bad aphid infestation but finally got rid of them with neem oil.
Now leaves are gone and winter is pretty much over. The picture shows what I have. My question is this:
What do I do with them now? Should they be cut back? How much? Or just leave them alone? Do they need fertilizer?
I'm so new at this...
