Plain, old, everyday shop lights with plain, old, everyday fluorescents work perfectly well for starting seeds. Fancier lighting is needed to get flowering, however you don't even want that if you are just starting seeds.

You'll need something to hang the light from. Make sure the height is somehow adjustable. Add in a timer if you want to turn the lights off during the night. That's it.

As mad gallica said, 4’ fluorescent shop fixtures with adjustable height will do fine for starting seeds. I did that for years, starting almost all of my veggie plants that way. 4’ is better that 2’ because the ends have less light than the middle of the fixtures, so more middle space is better. I used chains and hooks for height adjustment. You want the lights hanging just above the foliage, so you need to be able to raise the lights as the plants grow.

I finally decided on a 4' DuroLux T5 HO Grow Light (DL844). 4 bulb high intensity and can daisychain. Also a ViparSpectra 1/8" adjustable grow light ratchet rope. Can't wait to put it all together.
