need recommendation for thirsty ground cover native to NY, zone 6b

I'd like recommendations for a ground cover to use along a hedge that gets very wet, with standing water, when it rains. Ideally, it would be a thirsty plant that will help dry out the area. The soil is quite clay-like and dense. The hedge is in full sun, but this ground cover would be below it so partially shaded.
