Insect at the middle of your photo is hard to see, but looks like a mealy bug. Does it look like this? If so, try Safer Soap. Mealy Bugs have a waxy outer coat that is pretty water proof, so many insecticides will just bead up on the surface and not attack the bug inside; soap will dissolve the wax and dry up the bug.

It does look a lot like mealy bug eggs and at least one adult.

Baking soda is not an insecticide so will have no effect. Use insecticidal soap (like the Safers mentioned) or neem oil.

I'm sure neem oil will work, however I have had leaf burn from it, so make sure you know how to apply. I have never had a problem with Safer Soap so I prefer it and it kills all the bugs I have encountered. Doesn't affect eggs so much, so you should re-apply until hatching stops.
