Bed bugs or rust stains?

Hi everyone!
I'm trying to figure out what these stains are from and how to treat them. This mattress was shipped from overseas (via ocean and sea freight). Prior to shipping there were no stains on it at all (no hed bugs either). So I'm thinking being at sea for many months, moisture got to the spring coils and it rusted? I'm worried about the chance of them being bed bugs... any thoughts? Thanks!
PS: The mattress is in a plastic covering.
