I've got plenty of Box around the property...never had issues at all

Last year, transplanted a bunch of Box I have grown from 3G up to 15G containers. Figured I should plant them in the ground or I never would. That same summer, I observed quite a bit of leafminer damage, whereas for the last 5-7 years that they were in pots, never a issue...

Come spring of this year, I did observe new leaf growth --- and then plenty of psyllid damage as well. Pruned out as any sections of the psyllid damage within -reasonable means-. These are Korean boxwoods so they grow a paltry few inches per year.. paltry slow growing.

What gives with this particular planting. Is this particular siting just doomed. I was even proactive early spring, right as I observed new growth, I did give them a spray of Neem oil.
