Unfortunately, no. It IS a palm (need more info to nail down a species) and palms can only be propagated by seed or offsets. Luckily, you have both available!! The palm has flowered so seeds should be ready soon and your third photo shows two nicely advanced offsets that you could dig up and plant elsewhere.

I have no idea but you should be able to find how online.

And the offsets should be able to be dug without damaging the mother plant.

and then.. when you get an ID ... you can change the search terms for the exact plant ... but i bet it barely matters ...

big city name for location.. might help ID the plant ... as well as ideas for how to propagate them ...

It looks like Chamaerops humilis, European Fan Palm. They can be grown from the suckers but you need to get some roots with them. If they're kept too wet fungus will attack them. Seed would probably be easier as those sharp spines can inflict quite a bit of damage trying to separate suckers.
